The ADDIE model is a structured approach to learning design: Analyse, Design, Develop, Implement and Evaluate. Its value is not that it forces learning into five rigid stages. Its value is that it links a validated performance need to a learning solution, work-based support and evaluation, making it less likely that organisations launch attractive training that does not improve capability.

ADDIE is widely used in instructional design because it creates a common language for planning. In workplace learning, it should be applied iteratively. New information from delivery or evaluation may require a return to earlier stages. A change in role requirements may reshape the original analysis. The model is a framework for disciplined adaptation, not a linear production line.

The model begins with analysis because the wrong problem produces the wrong solution. A request for “resilience training” may actually reveal unsustainable workload or unclear priorities. A request for “leadership training” may reveal inconsistent decision rights and lack of managerial support. Use learning needs analysis to establish whether learning is a necessary part of the response.

Analyse: understand performance and context

Analysis should identify the desired performance, current state, affected population, barriers, consequences and evidence. It should also examine the learners’ experience, prior knowledge, working conditions, technology access, language needs, disability adjustments and time available for practice.

Design: choose an appropriate learning experience

Design translates the capability requirement into objectives, sequence, method, assessment and support. Learning objectives should describe observable performance. “Participants will understand data protection” is less useful than “Participants will identify when to escalate a data-use concern and apply the organisation’s approval process.”

Develop: create only what is necessary

Development often attracts disproportionate attention because it produces visible materials. The risk is producing polished content before testing whether it will solve the identified problem. Prototype an activity or module with a small user group. Check accuracy, clarity, relevance, accessibility and fit with real workflow. Develop facilitator guidance and manager support at the same time as learner content.

At fictional Everden Financial Services, a new regulatory process requires advisers to recognise vulnerable-customer indicators and document escalation decisions. The learning team avoids a long e-learning module. It develops brief scenario exercises based on anonymised cases, a decision prompt embedded in the system and manager-led calibration discussions. The resources are concise because the design centres on judgement and practice rather than information volume.

Implement: create conditions for transfer

Implementation includes scheduling, communication, system access, manager preparation, learner support and protected time to practise. A well-designed course can fail if participants cannot access it, managers treat it as optional or working conditions make application impossible.

Evaluate: design evaluation before delivery

Evaluation should not begin with a satisfaction survey after the event. Decide in advance what evidence will indicate that the learning was relevant, understood, applied and connected to meaningful outcomes. The Kirkpatrick model provides a useful structure, but evaluation should also consider context and alternative explanations.

At Everden, immediate learner confidence is useful but insufficient. Managers observe whether advisers identify indicators accurately; quality teams review documentation; customer-risk escalations are monitored; and employees report whether system prompts help or create friction. Findings lead to changes in scenarios, manager support and process design.

Iteration, governance and learning transfer

ADDIE becomes more effective when learning teams test assumptions early. Agree who validates technical content, who protects learning time, who reinforces application and who reviews evidence after launch. Transfer is unlikely if managers do not understand the intended behaviour, if systems block new practice or if performance measures reward an old process. ADDIE therefore needs to include the work environment as part of design, not treat implementation as merely booking participants onto a course.

Design assurance and sustainability

Before scaling a programme, use a design-assurance review. Check that objectives match the assessed work behaviours, examples are technically accurate, accessibility needs are met, practice is realistic and managers understand their role in transfer. Include a sample of intended learners in the review. Their feedback can expose assumptions about technology, time, language or workflow that formal subject-matter review may miss.

Sustainability also needs a plan. Everden should decide who updates scenarios when policy changes, how new managers receive the briefing, where job aids are stored and when learning data will be reviewed. A learning intervention can lose value quickly when resources become outdated or reinforcement disappears. Maintaining the design is part of implementation, not an optional administrative task.

ADDIE does not replace expert judgement, learner voice or organisational change management. It offers a reliable sequence for asking the right questions before investing in a solution.

Implementation review and continuous improvement

After launch, collect early evidence on access, completion, confidence, manager reinforcement and practical barriers. Review it with operational owners rather than waiting for a final evaluation. If participants lack time to practise, a schedule change may be needed; if scenarios are not relevant, revise them; if managers are unclear about expectations, provide a short support guide. These small adjustments are central to ADDIE’s iterative value and prevent a learning solution from becoming fixed while the work it supports changes.

Before launch, ask whether each learning activity is necessary to the stated capability, whether participants can practise the behaviour in conditions close to real work, whether managers can reinforce it and how evaluation evidence will change the next design decision. If a proposed module cannot be linked to one of these questions, it is likely content volume rather than purposeful learning design.
